It solved an embarrassing problem that men suffered…limp, fallen socks, imagine getting your shoes shined & your socks were seen to be fallen below your ankles. OMG call the sock cops! Early cotton, wool & silk socks did not have elastics of today and would quickly fall below the ankles. The Congress Garter solved that by keeping the man’s socks erect & lifted tightly with a double grip. Image is from an original 1920’s garter box.
